Qualified "abandoned recreational vehicle"

Hello! I received the following info from DOL related to their ARV reimbursement program. See below: "Unfortunately, our ARV reimbursement program may only reimburse expenses for public property impounds per RCW 46.53.010. Since this is written in the RCW, we can not make any exceptions for private impounds without a legislative change. I’m not sure of the exact reason it’s worded that way, but I suspect there is a legal issue somewhere involving private property. I hope that helps.
