Are there jurisdictions that have time limits on when they will investigate unpermitted construction? I periodically get complaints that a property has an unpermitted addition that was built 5-10 years ago.

We would typically use historical Google Street View images, satellite imagery, and photographs or property records from the County Assessor’s website to determine what should have been there and identify changes made over the years.rnrnEven if it was constructed 5–10 years ago, that wouldn't necessarily prevent us from investigating it.
